Lowongan Kerja BUMN – PT Elnusa Tbk (ELSA) adalah perusahaan jasa energi terintegrasi yang bergerak di bidang hulu, hilir, dan jasa penunjang migas, serta melakukan IPO di Bursa Efek Indonesia pada 6 Februari 2008. PT Elnusa Tbk adalah anak usaha dari Pertamina Hulu Energi yang menyediakan berbagai macam jasa pendukung pengeboran minyak dan gas.

Perusahaan ini didirikan pada tanggal 25 Januari 1969 dengan nama PT Elektronika Nusantara, dan awalnya berperan sebagai pendukung operasi Pertamina, terutama dalam hal pemeliharaan dan perbaikan peralatan komunikasi elektronik, peralatan navigasi, dan sistem radar yang digunakan oleh kapal milik Pertamina maupun kapal asing yang bekerja sama dengan Pertamina. Perusahaan didirikan oleh Ir. H. Udaya Hadibroto, yang kemudian namanya digunakan menjadi menjadi Ruang Udaya pada Graha Elnusa yang diresmikan oleh Presiden direktur Elnusa Ir Aswad Dipo, dan disaksikan oleh keluarga Udaya; Indah Udaya (istri), Aksa Udaya, Namira Udaya dan Ozal Udaya (anak).

Talent Pool – Business Support KSO

 

1. Procurement

Job Requirements

  • Minimum 5–7 years of working experience in Finance and/or Procurement/SCM, specifically within a JOA (Joint Operating Agreement) / KSO environment in the Oil & Gas industry.
  • Certified in PTK-007 (SKK Migas) is mandatory.
  • Deep understanding of PTK-007 regulations, procurement processes, and compliance frameworks within the upstream Oil & Gas sector.
  • Proficient in managing end-to-end tender technical processes, sourcing strategies, and commercial negotiations, with proven experience as an active member of the Tender Committee.
  • Strong analytical skills in the procurement lifecycle, including evaluating sourcing strategies, commercial negotiations, Owner Estimate (OE) formulation, contract analysis, and spend analysis.
  • Proven ability to identify opportunities for system innovation or continuous improvement to drive strategic and sustainable operational cost-efficiency.

Job Description

  • Lead and ensure all goods and services procurement processes comply with SKK Migas PTK-007 regulations and company compliance standards.
  • Actively serve as part of the Tender Committee to evaluate, negotiate, and award tenders in an accountable manner.
  • Formulate vendor sourcing strategies, conduct periodic performance evaluations, and manage strategic partnerships with third parties (Vendor Management).
  • Manage the operational procurement lifecycle, from handling Purchase Requisitions (PR), drafting contracts/Purchase Orders (PO), to material expediting.
  • Ensure full transparency of all procurement documentation to maintain audit readiness for both internal and external audits.
  • Manage a comprehensive SCM database, including updating the Vendor Management System (VMS) and tracking contract lifecycles and statuses.

 

2. Finance

Job Requirements

  • Minimum 5–7 years of working experience in Finance, specifically within a KSO (Kerjasama Operasi) environment in the Oil & Gas industry.
  • Deeply master PSC Company financial mechanisms, including the management of cost recovery, cost control, as well as oil and gas financial reporting and taxation.
  • Understand procurement lifecycles for goods/services, tender committee regulations, and their direct impact on cash flow.
  • Proven experience in handling WP&B Planning, Financial & Tax Reporting, and Payment Process management.
  • Hands-on experience in operating SAP Finance is highly preferred.
  • Proven ability to identify opportunities for system innovation or continuous improvement to drive effective and sustainable operational cost-efficiency.

Job Description

  • Formulate, manage, and monitor WP&B Planning documents and execute cost control functions to optimize cost recovery.
  • Manage the end-to-end payment process lifecycle, from invoice document verification through to transfer execution.
  • Prepare periodic Financial Reporting and Tax Reporting in compliance with oil and gas industry regulatory standards.
  • Actively participate in the tender committee process to evaluate vendors’ financial aspects and ensure procurement budget compliance.
  • Proficiently operate the SAP Finance module for daily financial transaction logging and generating accurate reporting data.

 

3. Legal

Job Requirements

  • Minimum 5–7 years of working experience in Legal, specifically within a KSO (Kerjasama Operasi) environment in the Oil & Gas industry.
  • Deeply master Corporate Law, Contract Law (upstream oil & gas & construction), SKK Migas regulations (including the PTK-007 legal framework), and Good Corporate Governance (GCG) principles.
  • Expert in conducting legal drafting & negotiation for commercial contracts, legal risk assessment, as well as handling licensing & permitting from scratch.
  • Understand regulatory compliance mechanisms, due diligence toward partners/vendors, and mitigation of corporate legal liability risks.
  • Proven ability to identify opportunities for system innovation or continuous improvement to drive effective and sustainable operational cost-efficiency.

Job Description

  • Draft and finalize KSO establishment legality documents, articles of association, Joint Operating Agreements (JOA), and the organizational legal governance structure.
  • Design corporate standard contract templates (master agreements), review, and negotiate all commercial agreements with third parties from scratch.
  • Map out, process, and ensure all operational permits, environmental regulatory compliances, and specific upstream oil & gas permits are secured before the project commences.
  • Provide legal advice and legal opinions to management to mitigate risks of disputes, defaults, or regulatory violations.
  • Safeguard legal aspects in the formation of the tender committee, draft procurement legal clauses, and perform legal due diligence on tender participants.

 

4. Human Capital

Job Requirements

  • Minimum 5–7 years of working experience in Finance, specifically within a KSO (Kerjasama Operasi) environment in the Oil & Gas industry.
  • Deeply master the entire Human Capital lifecycle, from Organization Design, Recruitment & Sourcing, Compensation & Benefits (CompBen), Performance Management, to Industrial Relations.
  • Possess creative and adaptive thinking skills to design new HC systems, policies, and procedures that are efficient, agile, and aligned with dynamic business needs.
  • Deeply understand Indonesian Labor Law (Job Creation Law / UU Cipta Kerja) as well as specific labor regulations under the SKK Migas framework regarding KSO/PSC.
  • Maintain a problem-solver mindset, work independently, and possess the ability to execute HC strategies tactfully amidst the limitations of a newly established organization.

Job Description

  • Design, formulate, and implement all foundational HC policies, Company Regulations (Peraturan Perusahaan), SOPs, and authority matrices from scratch.
  • Build an efficient KSO organizational structure and manage workforce planning (Manpower Planning / Manpower Requisition) in accordance with project milestones.
  • Lead and execute the end-to-end talent sourcing and recruitment process to fill crucial positions within the new KSO rapidly and accurately.
  • Develop a performance evaluation framework (Performance Management System) and design competitive yet cost-efficient salary structures and benefit schemes.
  • Create innovative solutions or digitalize HC administrative processes (e.g., implementing simple HRIS, streamlining workflows) to ensure effective HC operations from day one.
  • Ensure all HC operations strictly comply with prevailing laws, manage institutional relations with the Ministry/Department of Manpower, and maintain a harmonious working environment.
